Human Resources Officer- British Council– Cairo (Egypt)


*Purpose of job:
To support the effective delivery of the provision of HR policies and practices for Country appointed staff, and Teaching Staff in Egypt in accordance with corporate, regional and local HR standards

* Context and environment: (e.g. dept description, region description, organogram)
The Human Resources Officer is one of four Human Resources Officers in charge of providing effective HR services to British Council staff in accordance with corporate, regional and local HR standards in addition to local labour law. HR Officer works closely with all staff in Egypt and reports to Head Human Resources.

* Accountabilities, responsibilities and main duties:
(including people management and finance)

- Recruitment & Selection of Locally Staff and Teaching center staff in Agouza, Alexandria and Heliopolis:

To support recruitment managers in recruitment process and maintain all TACOS related administration and records for all contracted staff. Recruitment & Selection process meets corporate and E&E standards. Interview panels are organised on time. Communications with candidates for local staff, teachers, Young Learner Assistants, Examiners, regarding interviews, acceptance/rejection confirmations, and briefing sessions for are accurate and on time. All temporary local contracts meet Egypt and BC corporate standards. All necessary staff (for payroll, IT accounts etc) are informed in
time for all temporary local staff. Feedback is actively sought from stakeholders, including Recruiting Managers, and is positive and/or acted upon. New Staff are provided with accurate and up to date information. Child Protection standards are met for all staff. Data Protection standards are met. All contact information for temporary local staff is up to date and accurate.

- To maintain all TACOS related administration and records for country-appointed staff and Teaching center staff:

Personal files are maintained in accordance with BC corporate and local policy and standards. Staff HR records (annual leave, maternity, unpaid leave, sickness and TOIL) are up-to-date and accurate and necessary staff informed. Staff medical service is maintained newly appointed staff are informed about all their entitlements. Information provided to staff is accurate and up to date. Letters of Contract and Amendments to Contracts are drawn up and circulated within 3 days of confirmation by Head HR. Letters regarding TACOS changes (e.g. pay increases) are accurate and processed on time. Social Insurance enrollments are processed in line with local law.

- To manage the records for country-appointed and teaching center staff Performance Management:

To manage the Performance Management timetable: staff reminded of key process points, advice given to staff is accurate and timely, moderation panels organized according to corporate, regional and country policy. New staff / Line managers inducted on PMPD and records maintained. Performance records are up to date and maintained and meet Teaching Quality Standards. To contribute to the development of an efficient, integrated and motivated Human Resources Team, which champions British Council values, meets all Performance Management and Professional Development standards and works effectively with colleagues across all activity streams.
To provide cover and support for HR colleagues, as delegated by Head HR, in order to ensure the team operates flexibly and efficiently. Perform in line with British Council values, Equal Opportunities & Diversity, Code of Conduct and Performance Management and Development are met at all times. Post deliverables and professional development plans are agreed and monitored effectively and to deadlines. Individual deliverables are aligned with team deliverables. Head of HR is kept informed of changes to operational activity and therefore to resources needs.
